		<description>Hi Brajesh. I installed it in mu-plugins folder of test install where you saw that Maintenance Mode was interfering with upgrade. Would there be a difference in behavior if I installed it in plugins folder and activated it sitewide?

1. Setting Limit to 1 - the testuser was not able to create a blog - there was no link in bpadminbar or elsewhere to create a blog

2. Set Limit to 2 - the testuser was able to create a blog. But the &quot;Create A Blog&quot; link is still available in bpadminbar for testuser.
- clicking on &quot;Create a Blog&quot; link in testuser&#039;s blog just redirected test user to testuser.myblog.com
- clicking on &quot;Create a Blog&quot; link in main site myblog.com brings testuser to the page to create a blog.

Note:
Back to my Site Admin role - I see that testuser&#039;s blog is now listed under my list of blogs. Is that the intended behavior?
